Caroline Creamer

Ms. Caroline Creamer is Director of the International Centre for Local and Regional Development (ICLRD) and a Research Fellow with the National Institute for Regional and Spatial Analysis (NIRSA) and Maynooth University Social Sciences Institute (MUSSI).  A qualified town planner, Caroline has for the past 20 years worked in a research and management capacity on a number of EU funded projects in the areas of urban and rural regeneration, spatial planning, multi-level governance and community participation.  Over the last decade, Caroline has been working with local government, regional authorities, communities and other key stakeholders in the Irish border region and Northern Ireland on a range of programmes focused on place-shaping, rural revitalisation and improving the lives of people on the island of Ireland.  Caroline has also worked closely with local government on the co-design of animation and mentoring programmes, and various tools and instruments to support enhanced collaborative working.
 
Caroline holds a Diploma in Environmental Resources Management from Dublin Institute of Technology, an MA in Geography from Maynooth University, an MA in Town and Country Planning from University of the West of England / Open University, and is currently a part-time PhD candidate in Maynooth University. 
 
Caroline is also the Facilitator of the All Ireland Smart Cities forum and ESPON Contact Point for Ireland. Since early 2019, she has been providing supports to the new Office of Engagement and Innovation within Maynooth University.   

 

Research Interests: Inter-jurisdictional spatial planning practice and policy; place-making practices; smart places; regional/local development and regeneration; age-friendly planning; and processes of collaborative networking.
